Historic election reform passed in Harrisburg
Monday, November 3, 2019 a new law was passed that marks a great leap forward from the commonwealth’s 1930s-era voting procedures. The enactment of Senate Bill 421 moves back our tight absentee-ballot deadline to 8 p.m. on Election Day and the registration deadline to 15 days before elections from the current 30. It will also allow for “no-excuse” mail-in voting and eliminates the straight-ticket voting (STV) option. It will also provide $90 million in funding for counties to upgrade voting systems and $4 million for Census outreach. Gov. Wolf signed the bill into law after bipartisan passage in the General Assembly (35-14 in the Senate and 131-68 in the House). The bill will go into effect for the April 2020 primary.
