New Property Tax Ordinance Gives Fresh Start to Senior Homeowners

On October 15, 2013, Philadelphia’s first-ever Real Estate Tax Collections Ordinance went into effect. The ordinance creates a clear, consistent system for property tax collection. The ordinance also provides homeowners who live in their property the opportunity to pay their delinquent property tax in affordable monthly installments and avoid real estate tax foreclosure. SeniorLAW Center attorneys Elizabeth Shay and Susanna Ratner worked with representatives from the city, its tax collecting law firms, and legal services agencies to draft this ordinance and help it become a reality.  SeniorLAW Center is dedicated to protecting the rights of low-income older homeowners, among its priority legal services for older Pennsylvanians.

SeniorLAW Center just helped its first senior enter into a brand new Owner Occupied Real Estate Payment Agreement under the ordinance, and is hopeful that the new ordinance will make a significant impact on preventing senior homelessness.
