The Pennsylvania Office of Attorney General has filed a civil consumer protection lawsuit against Wanda D. Rogers for allegedly scamming Philadelphia homeowners into paying for a service that the city provides for free. Ms. Rogers reportedly mailed letters to homeowners from the fictional “Philadelphia Deeds and Registry Offices,” offering to provide a copy of their property deed in exchange for a processing fee. In many cases the letter resembled a bill, bearing the seal of the Commonwealth of Pennsylvania and signed by fictional employees.
The lawsuit seeks $3,000 for every violation involving homeowners who are 60 years and older, in addition to restitution and other penalties.
